All Network Users Encounter a Basic 70 Error Trying to Launch AGRIS

On the V9 database server, perform the following steps:

  1. Click Start - (Settings) - Control Panel - Administrative Tools - Component Services

  2. On the right side of the window, double-click (Component Services) - Computers

  3. Right-click My Computer and click on Properties

  4. Click on the Default Properties tab

  5. "Enable Distributed COM on this computer" must be checked

  6. Click on the COM Security tab

  7. Click Edit Limits in the Launch and Activation Permissions section

  8. Select the Everyone group

  9. All 4 "Allow" boxes should be checked (Local Launch, Remote Launch, Local Activation, and Remote Activation).  If they are not all checked, check them now.

  10. Click OK and click OK again

  11. Close the Component Services window

  12. AGRIS should now open successfully

NOTE:  This error has been seen especially if New Windows Service Packs Have Been Applied to the AGRIS Database Server or Virus-Related Activity is Present

  • This error can also occur if you are not logged in to the domain. Please check your  login by pressing Ctrl+Alt+Delete and making sure the login information shown does not reference your local computer name. If it does, logout and log back in making sure to take the option to login to your domain.

  • Another scenario involving this error can be observed attempting to launch AGRIS from a client after a new AGRIS installation is performed on a Component server and involves missing components.  To verify/resolve this issue, complete the following steps:

    • In Component Services, expand Component Services > Computers > My Computer > COM+ Applications > Agris_ABS > Components.  If the list of components all starts with the word AGRIS and only number around 20 or so, then the installation of the AGRIS components is corrupted.  Continue onto the next steps.

    • In Component Services > Computers > My Computer > COM+ Applications, right-click on Agris_ABS and go to Properties then Identity.  Specify the correct network account and password for 'This user' and click Apply OK.  The account should be a domain account with local admin rights to the component server and is not used by any other user or process that accesses or runs on the component server. 

    • Repeat the previous step for the remaining 3 AGRIS COM+ Applications.

    • Click Start > Type Control Panel and select it from list > Programs and Features > select AGRIS and click Uninstall 

    • When prompted, be sure to choose Reinstall when prompted (NOT REMOVE)

    • When the repair is complete be sure to manually re-apply the same AGRIS software updates (SU) that had been installed prior to the Reinstall.   

    • Reboot the component server.
