To edit the Federal Withholding:

Go to Payroll
Payroll Calculations
Select Calculate/Print Register
Say Y to Override The Calculated Tax Withholdings?

This will allow you to Edit FICA OASDI, FICA HI, Federal Tax, State Tax, and Local Tax by Employee.
